FISCAL CONSCIOUSNESS AND THE AGENTIC REVOLUTION
An essay on legal expropriation, social contracts, and the algorithmic auditing of the Leviathan
By Dr. Nelson Jorge Mosco Castellano

The myth of taxation and the illusion of the state handout
It is a commonplace of contemporary demagoguery—repeated ad nauseam by the standard-bearers of pathological statism—to invoke the citizen’s supposed “fiscal consciousness” in order to demand greater resignation before the tax authorities.
We are told, in a paternalistic tone and with concealed cynicism, that paying taxes is the price of civilization.
However, if we dust off the texts of the true architects of individual liberty, we discover that taxation, in its coercive essence, is not an act of civic love, but the forcible appropriation of the fruits of another person’s labor.
True fiscal consciousness does not consist of bowing one’s head before the bureaucrat of the day, but of understanding with crystalline rigor where the fruits of our effort go, what the moral limits of political power are, and how the state Leviathan uses opacity to perpetuate sinecures, corporate privileges, and parasitic bureaucracy.

The voices of liberty: from Smith to Buchanan
To understand this institutional pathology and recover the true meaning of spontaneous order, it is necessary to revisit the lessons of the giants of economic and contractarian thought who dissected the phenomenon of taxation:
Adam Smith: As early as 1776, in “The Wealth of Nations,” he warned that taxes should be governed by certainty, convenience, and economy.
Smith knew that when the State extracts more than what is strictly necessary to guarantee justice and national defense, it destroys the vital fabric of the market and discourages the creation of wealth.

Amilcare Puviani: With his brilliant “Theory of Fiscal Illusion,” he laid bare the devices of rulers: legislative complexity, inflation, and indirect taxes are deliberately designed so that taxpayers remain unaware of the real cost of the State and do not resist expropriation.

James M. Buchanan: A Nobel laureate and pillar of Public Choice, he demonstrated that politicians and bureaucrats act according to their own maximizing self-interest and not for the sake of the “common good.”
Without strict constitutional rules that tie the hands of the spendthrift State, public expenditure expands infinitely at the expense of private property.

Ludwig von Mises and Friedrich Hayek: From the Austrian School, they taught us that fiscal interventionism is nothing more than a concealed form of socialism.
Confiscatory taxation destroys economic calculation and dissolves individual sovereignty, turning the free citizen into a tax serf of centralized power.
Bruno S. Frey: From modern behavioral economics, he has shown that tax morale collapses irreparably when citizens perceive that the State operates as a spoils system of sinecures, destroying the contract of legitimate reciprocity.
“Taxation is the price we pay for civilization, but when the State becomes a voracious apparatus of expropriation and clientelism, it ceases to be civilizing and becomes fiscal tyranny.”

The Agentic Revolution: exposing the Leviathan with artificial intelligence
How can this vicious circle of opacity, waste, and expropriation be broken?
It is here that contemporary technology—what we aptly conceptualize as the Agentic Revolution—offers a tool of civil emancipation without precedent in human history.
Imagine for a moment the application of networks of autonomous, decentralized, and incorruptible artificial intelligence agents auditing in real time every cent of tax revenue and its exact counterpart in public expenditure
We are not speaking of a digital bureaucratic sham that reproduces the vices of the old State, but of a cryptographic system of radical transparency based on immutable records.
A set of intelligent autonomous agents can instantly cross-check every invoice, every public tender, every state salary, and every fee against auditable public databases, immediately exposing the corrupt, the inefficient, and the rent-seeker.
When the State is forced to operate inside a glass box monitored by neutral algorithms, Puviani’s fiscal illusion collapses completely.

Toward the true social contract
Fiscal consciousness, reinterpreted in the light of individual liberty and strengthened by the Agentic Revolution, ceases to be an excuse for tax submission and becomes a powerful instrument of citizen control.
In the face of the evident failure of systems of human oversight, incorporating into the Constitution, through a future reform, the control mechanisms that technology places at the disposal of citizens restores popular sovereignty to its rightful place over the arbitrary expenditure of resources that ought to go toward improving social administration.
Forcing political power to render accounts before incorruptible technological agents is the definitive step toward dismantling the bureaucratic machinery and returning to the individual full ownership of his own destiny.
