There is an abysmal distance between the theory of anomie, induced social schizophrenia, and its everyday manifestation.
When institutional permissiveness becomes the default pulse of a country, tragic events cease to be anomalies and become links in the same chain.
What is truly disturbing is not the isolated crime, but the bureaucratic alibi that shelters it: the system always formally complies with protocols, issues certificates of irreproachability, but the results are always fatal, the guilty disappear into the administrative fog, and citizens are left exposed.
Recent Uruguay offers a chilling gallery of this institutional schizophrenia, where tragedy dissolves into corporate excuses and technicalities.
Protocol as an Alibi and Desk-Bound Impunity
The examples accumulate in the face of the passivity of the mechanisms of oversight.
There are the textbook assaults and robberies —such as the break-in at BROU, where general management pompously declares that “all protocols were followed,” despite the fact that the cameras mysteriously did not work, the thieves displayed titanic clumsiness, and the accumulated money that was waiting for them never appears, leaving those truly responsible, who are presumed to be the criminals, barely touched by a minor offense.
Or the episodes of extreme violence that shake academic settings, such as the brutal attack suffered by a female student inside the Faculty of Medicine itself, where the aggressor enjoyed every facility for entry and movement amid the preventive blindness of the structures that should have safeguarded the common space.
Where there are shared bathrooms that expose female students to the risk of encountering those who prolong the dialogue in the restroom.
But everything is under control, according to the Dean.
Paralysis Through Political Cowardice and Demography Against the Current
When economic and social damage suffocates the country —as in the prolonged and extortionate port strike that paralyzes national production— no one dares to exercise legitimate authority or declare services essential, out of reverential fear of corporate costs or the preventive resignation of a minister.
At the same time, while one of the country’s gravest problems is the dramatic fall in the birth rate, the State’s priorities are inverted in a schizophrenic manner: from within the Ministry of Public Health itself, efforts are made to relax the conditions for local and abortion tourism, encouraging demographic contraction under the applause of political correctness.
Influence Peddling and Cardboard Environmentalism
Ethical porousness is displayed without shame at State desks, compensated at first-world levels and maintaining sinister contacts with the State itself.
The Deputy Minister of Environment presents the technical advantages and benefits of a multimillion-dollar real estate project for which, magically, the Bañados de Carrasco are removed and eliminated from protected areas, conveniently omitting that he himself had acted as adviser and legal representative of the private developer involved.
Private business is disguised as ecological progress with an official letterhead.
The Medical Establishment and the Casual Treatment of Life
The degradation of disciplinary justice shines harshly in the field of healthcare: the reduction of the professional suspension imposed on an anesthesiologist criminally convicted of homicide through an agreement with the Prosecutor’s Office, after operating under the influence of substances and causing the avoidable death of a young physician, pediatrician Soledad Barrera.
Corporations protect themselves behind the scenes, sanctions are diluted, and the value of human life becomes subordinate to the political balances of the Minister of Health.
Indoctrination and the Transfer of Blame
Meanwhile, classrooms normalize the inclusion of ideological and sexual indoctrination content unrelated to the substantive education sought by those who barely retain “parental authority.”
Meanwhile, ministers who should be responsible for their actions and omissions make pilgrimages through party political base committees to blame the opposition’s legacy for their disastrous implementation of the program, which Valcorba declared unviable.
Only later do they stammer rehearsed apologies to the person they had vilified when the scandal reaches public opinion.
They arbitrarily judicialize Justice, using it as a tool for the extermination of those who think differently.
The institutional fabric is unraveling because individual responsibility and republican decorum have been banished.
The State apparatus functions only as a machinery of self-justification, shielding the inept, ill-intentioned or corrupt bureaucrat in order to save the political system, while leaving the citizen unprotected against abuse, as those at the top look the other way; governing through inaction, constantly and vainly justified, as a guiding principle.
Faced with the undeniable evidence of decline, lack of direction and the absolute inability to impose order, the words of President Yamandú Orsi resonate as justification: “What is missing here… is what is missing” and “these are things that happen.”
